Welfare Regime and Gender in Korea: Focusing on the Work-Family Reconciliation Policy Reform

Abstract
For the 2000s, fertility crisis in korea have pushed the state to reform the family policy. Governments have played active roles in providing child care services and promoting work-family reconciliation. This article examined the reconciliation of work and family policies in korea, and their implications regarding the characteristics of welfare regime and gender regime. How does the policy reform influence existing regimes? Radically changing or path-dependent? Based on the framework that combines welfare regime and gender regime, this study analysed how the development of work-family policies influence the distribution of care responsibilities among state- market-family and the sharing of it between men and women. In korea, the important role of family(especially, women within the family) in the welfare provision including care service has been stressed and state¡¯s social services was residual by means-test. Because of these aspects, korean welfare and gender regime has common features with southern european states within the conservative regime and liberal regime states. In conclusion, there has been considerable progress in the development of work-family policies in recent period. However, despite the steady expansion of the child care policy and gender-neutral extension of the parental leave, policy paradigm shift or radical change was not yet found.
